2、isor:AssociateProfessor.LiFeiChang’anUniversity,Xi’an,China摘要随着国家经济的不断发展，政治体制改革的不断深化，传统的城市化进程由城镇化向农民市民化的发展模式转变。城市内传统型社区开始衰落，而新型社区却不断兴起，对我国城市社区的治理提出了新的要求。社区作为城市构成最基本的单元、作为社会结构的细胞体、作为社会公众活动的聚集单元，整个社会政治、经济、文化的发展与改革都与其息息相关，公众的行为活动与诉求都能够以其为载体得到最直接的反映。因此，社区治理成为社会改革与发展研究的重要议题。本文基于多元

3、共治理论、公民参与理论，在查阅相关文献的基础之上，充分学习与借鉴国内外研究的先进经验与成果。通过公众参与的视角，以调查访谈的形式，选取长安区内多个典型的社区，进行走访和调查，获取公众参与城市社区治理的第一手资料，发现目前长安区公众参与社区治理过程中存在着自治组织发展水平较低、公众参与的主动性较差、公众参与信息沟通不顺畅、公众参与的有效性较低等问题，通过分析得出问题产生的原因主要有社区自治组织发展水平较低、参与型公民文化与参与能力不足、对公众参与信息沟通的不重视、公众参与缺乏有效的监督反馈。最后借鉴国内外典型社区治理模式的先进经验，以长安区为例，针

4、对我国公众参与城市社区治理的问题，提出了完善自治组织管理的规章制度、强化公众参与教育、完善信息沟通渠道、加强社区治理的外部监督等对策，从而为提高公众参与社区治理的水平提供理论指导。关键词：公共参与；城市社区；治理IABSTRACTWiththecontinuousdevelopmentofsocialeconomyandthedeepeningofpoliticalsystemreform,thetraditionalurbanizationprocesshaschangedfromurbanizationtothedevelopmentmode
