5、cialservicearena.Thesenewcomersfacemanydifficultiesastheylearntoanswerproposalrequestsandapplyforfunds.Thisresearchanalyzes105applicationsforfunds,70fromfaith-basedgroups,presentedtotheIndianapolismayor’soffice.Itreportsonwhichreli-giousorganizationsareapplying,thequalityoftheir

6、applications,theapplications’reli-giouscontent,andtherelationshipbetweenapplicationqualityandfundingsuccess.Thediscussionsuggestsdifferencesbetweennewinitiativesmeanttocreatealevelplayingfieldforfaith-basedgroupsandthosemeanttoencouragetheirparticipation,andraisesquestionsaboutw
