1、摘要以人为本，实施人才强校战略，加速建设适应学校发展的高素质师资队伍，是目前高校所面临的重要问题之一。而如何对高校师资进行优化配置和有效管理，则关系着学校和教师个人的发展。N20世纪70年代在北美发起的基于胜任特征的教师培训和学校范围内胜任特征的测评运动以来，胜任力建模实践在商业领域取得了巨火的成功，在国内对胜任特征的研究还刚刚起步，并且几乎都集中在企业和公司，而对高校教师胜任力进行专门系统的研究几乎还是空白。高校教师的胜任力研究是一个既有理论和实践意义，又富挑战性的课题。本研究基于文献分析，借鉴成熟的企业能力素质模型理论，采用调查问卷与专家咨

2、询相结合的方法，定性与定量研究相结合，对高校教师胜任力模型及其测评体系的构建进行了研究，进而为高校教师管理引入胜任力模型及其测评体系提供理论依据和实践支持。归纳起来主要取得了以下成果：(1)结合高校教师胜任力模型的构建，在模型构建过程中对问卷调查、胜任力指标体系和权重体系建立等几个关键性过程进行了研究；(2)不同方法在不同阶段的运用，采用调查问卷和Delphi法构造胜任力指标体系，运用层次分析法取得指标的权重值：(3)建立高校学科带头人的胜任力模型及其测评体系；(4)构建高校教师胜任力数据库模型，实现基于因特网的胜任力测评。关键词：高校教师；胜
