1、摘要摘要近年来，我国突发事件屡屡发生，突发事件对应急物资需求具有不确定性，这对我国现有的应急物资储备与采购体系提出了更高的要求。几乎所有重大突发事件的救援工作，都伴随着大量的应急物资供应活动，在应急管理的实现中，应急物资的保障是核心环节。那么应急物资采购能力直接关系到突发事件发生后应急物资是否能有效供给，直接决定了救援工作的成败。因此，研究和探讨应急物资采购管理的方式，提高政府应急物资采购能力，对提高我国政府的应急管理水平，不仅具有理论意义，更具实用价值。本文重点研究了采购方式中的合同储备，通过引入期权工具进行建模。首先对选题背景进
2、行了介绍，提出了本文的研究目的和研究意义，然后对国内外相关研究成果进行综述，并对本文的研究内容和论文结构进行了阐述。其次，回顾了应急物资采购管理的相关理论基础，包括应急管理与应急物资的概念概述，在系统分析了我国应急物资采购管理的基本现状的基础上，分析了我国政府应加大研究应急物资采购管理方式的必要性。最后分析了现有的应急物资采购方式特点。再次，合同储备应急物资主要的问题是对应急物资该如何定价，本文首先介绍一般的产品定价方法，然后对本文引入的期权工具的理论与方法进行了介绍。最后，对合同储备应急物资定价问题，本文创新的引入期权工具进行分析
