2、OREWORDTheDACWorkingPartyonAidEvaluation(WP-EV)hasdevelopedthisglossaryofkeytermsinevaluationandresults-basedmanagementbecauseoftheneedtoclarifyconceptsandtoreducetheterminologicalconfusionfrequentlyencounteredintheseareas.Evaluationisafieldwheredevelopmentpartners–
3、oftenwithwidelydifferinglinguisticbackgrounds–worktogetherandneedtouseacommonvocabulary.Overtheyears,however,definitionsevolvedinsuchawaythattheybristledwithfauxamis,ambivalenceandambiguity.Ithadbecomeurgenttoclarifyandrefinethelanguageemployedandtogiveitaharmonious
4、,commonbasis.Withthispublication,theWP-EVhopestofacilitateandimprovedialogueandunderstandingamongallthosewhoareinvolvedindevelopmentactivitiesandtheirevaluation,whetherinpartnercountries,developmentagenciesandbanks,ornon-governmentalorganisations.Itshouldserveasaval
5、uablereferenceguideinevaluationtrainingandinpracticaldevelopmentwork.Theselectionoftermsandtheirdefinitionsintheattachedglossaryhavebeencarefullydiscussedandanalysedandhavebenefitedfromadviceandinputs,notablyfromDACMembersandtheacademicevaluationcommunity.AWP-EVTask
6、Force,chairedbytheWorldBank,ledtheoverallproject,incollaborationwiththeSecretariat.FrancetooktheleadontheFrenchversion,whilsttheInter-AmericanDevelopmentBankproducedtheSpanishtranslation.Denmark,theNetherlands,Norway,andUNDPprovidedfinancialsupportfortheinitialcolle
7、ctionandreviewwork,andSwitzerlandcontributedfinancialsupportforproducingthisfreedistributionpublication.Theprocesshasbeenguidedbythehighestconsiderationsofclarityandconcisenessandaspiritofcollaborationandcompromiseintermsofthewillingnessofmajordevelopmentagenciesand
