1、摘要随着工业化与现代化的不断推进，我国已总体进入以工促农、以城带乡的发展阶段，但农业结构调整方面的问题亦随之日益凸显。此时，农业补贴作为政府农业政策体系中最主要、最常用的工具，是保护和支持一国农业的核心所在，通过不断加大对农业的补贴支持来保持经济和社会持续健康发展。本文从政策执行的角度，以霍恩—米特系统模型为依托，探讨支撑农业补贴长效运行的各类关键性因素。本文将由五大部分构成：作为全文引言，重点阐述选题意义、国内外研究动态、研究框架及主要方法：在第一章，主要对农业补贴相关概念进行厘定以及作出政策阐释，包括相关概念界定和政策演变趋势；在第二章，重点对农业

2、补贴政策执行体系做学理分析。基于霍恩一米特系统模型，将对政策的各个实施环节进行逐一剖析；第三章是对农业补贴政策实施情况及效果的调查分析。运用实地调研资料，探索在各环节中影响政策执行的主要因素；第四章则是对迸一步完善我国农业补贴政策执行体系提出对策建议，以期能够为我国农业补贴政策有效实施提供有益借鉴。关键词：农业补贴政策；政策执行；霍恩—米特系统模型AbstractWiththedevelopmentofindustrializationandmodernization,Chinahasgenerallyenteredthedevdopmemstagei
