1、摘要进入211让纪后，随着经济仝球化14x:域?体化灼势的加强，在各B经济社会的高速发展屮，国际航运中心的地位和作用仵不断提升，这种提升推动着国际航运中心功能的升级换代。针对未來丨M际航运中心发展，学者们提出第三代国际航运中心的概念，但其内涵却众说纷&。从整理大量因内外相关研究成果中可知，国际航运中心从第一代向第三代的演变过稃中，其功能和结构随着社会和经济的发展不断发生变化，逐步超越了独立节点的地位，成为世界海运供应链中的一个重要环节。但对国际航运中心代际划分的研究，大多数学者虽然提出国际航运中心的发展阶段及典型特征，但还

2、停留在笼统定性或只对某一代H际航运中心发展的i寸论上，运用实证R体评价某个国际航运中心代际归属的研究几乎是空白。对于建立天津北方国际航运中心这一战略决策是继上海国际航运中心、大连东北亚国际航运中心之后，我国为加速经济社会发展做出的又一重大决策，它将为天津城市整体发展带来一个千载难逢的历史机遇。深入对天津北方国际航运中心的研究，将促进天津北方国际航运中心的健康高速发展，而现阶段的研究仪局限于竞争力方面，缺乏对其范围、代际归属及发展模式等根本问题的探讨。本文首先明确了国际航运中心的内涵，在比较分析三代国际航运中心演变的基础上，

3、全面系统地总结三代国际运中心的表现特征；然后分析影响国际航运中心代际演变影响因素，建立国际航运中心代际划分的评价体系，通过AHP法对评判指标的权重进行计算，得出其中几项最为重要的影响国际航运中心代际划分的因素；釆用灰色关联度法对天津北方国际航运中心进行代际划分，确定其所处发展阶段并分析原因。最后，通过对代际划分结果的分析，结合实际发展状况和政策影响，得出天津北方国际航运中心的发展定位和为其边向第三代知识型国际航运中心提出针对性较强的对策建议。关键词：天津北方W际航运中心代际划分层次分析法灰色关联度AbastractAfte
