4、forcetransferringtothecity.Therefore,ononehand,wemustreducethecountrysidefertilityratefromsoastocontrolthenewlyaddedlaborforce；ontheotherhand,weshouldencouragerurallaborforcetotransfertothenon-agriculturalindustry.Alongwiththeruralfertilityratebecomestable,theproblemofthes
5、urpluslaborforceturnovertohowtotransferthesurplus-labor.Thispaper’strainofthoughtasfollows:Firstly,theauthorestimatesthecountrysideexistingsurplus-laborquantityfromtheurbanizedangle；Secondly,withtheanalysistothehistoryandpresentsituationofthetransferringofrurallaborforce，w
