3、llyrecognizedandunderstood.Nowitistimetoactuponthisunderstanding.Itiswidelyrecognizedthatmostenvironmentalproblems,challengesandsolutionsaretransboundary,regionalorglobalinscope.Theenvironmentisanareawherestatesandstakeholdersarecooperatingextensivelyandprogressivel
4、y.Althoughenvironmentaldegradationandcompetitionforscarceresourcesarepotentialsourcesforconflict,historyhasrepeatedlyshownthattheyaremoreoftencatalystsforcooperation.Problemsofsharedresourcesregularlyproducesharedsolutions.Theenvironmentcanmakeitsfullandrightfulcont
5、ributiontopeaceandstabilityintheworld.Worldwidecommitmentsarenecessarytoprotectenvironmentalfeaturessuchasthebiosphereincludingtheozonelayer,migratoryspecies,habitatsandecosystems.Controlofmovementofwastes,environmentallyharmfulactivitiesandinstallationscanonlybeach
6、ievedbycommonandwidelyappliedstandards.Environmentallawisrecognizedasaneffectivetoolforcatalyzingnationalandinternationalactiontoachievesuchprotectionandcontrol.AsoneofUNEP’spriorityareas,environmentallawhasexpandedrapidlyoverthelastdecadesandtodaycompriseshundredso
7、fglobalandregionalnormsthataimtoprotectourEarth.Withoutanalyzingeachofthehundredsofagreementsandinstrumentsinthefield,thisTrainingManualseekstoprovideacomprehensiveoverviewofthecurrentbodyofenvironmentallaw.Itisaimedatlegalstakeholdersfromallbackgroundsincludinggove
