2、othe1990s,however,governmentsaroundtheworldwereengagedinwidespreadandsustainedreformsoftheirpublicadministration.Thesereformswerebornoutofeconomicrecession,butalsohadpoliticalandsocialdrivers.TheywereinitiatedbythepoliticalapexandfuelledbyNewRightideology.Collectively
3、,thesereformscametobetermedNewPublicManagement(NPM).NPMischaracterisedbymarketisation,privatisation,managerialism,performancemeasurementandaccountability.Thisemploymentofcorporateattitudesinpublicadministrationisgroundedoncertaintheories,mainlypublicchoice,transaction
4、costanalysisandprincipal–agenttheory.Aswitheveryothersector,theeducationservicewasalsoreformed.InthisfieldthemajorsignsofNPMarethelocalmanagementofschoolsonmanagerialistprinciplesandtheheightenedinfluenceofstakeholdersinthedailylifeoftheschool,whilethecollegialityofac
5、ademiaisdiminished.Atthehighereducationlevel,institutionsaretendingtowardsfull-fledgedcorporateorganisationsdeliveringenterpriseeducation.ThisarticlediscussesNPMindetail,tracingitsorigins,consideringthetheoriesandexaminingitsprincipalcharacteristics,andthentakesacriti
6、callookatitsimplicationsforeducation.IntroductionThepublicadministrationreformsfromthelate1970shaveledtoarevolutionarychangenotonlyinthemannerofdeliveryofsocialservicesandaccountingforgovernmentexpenditures,butalsointhestructuresofgovernance.Thesereformstowardsmarketi
