2、lleaders,educationministersandambassadors,chancellorsandpresidentsofAmericanuniversi-ties,executivesofmultinationalcorporations,headsofinternationalfellowshipprograms,andotherstostrengtheninternationaleducationcooperationandexchange.Theyhavealsobeenspeakingatconferencesand
3、meetingssuchasthe2009China–UnitedStatesScienceExpertsmeeting,theWorkingConfer-195enceonStudyinChina,theChina–AustraliaHigherEducationForum,andthe2010AnnualConferenceofChinaAssociationforInternationalEducation.Otheractivitieshaveincludedsigningmemorandaofunderstandingwithfo
4、reigngovernmentsandcompaniesonmatterssuchasresearch,technologytransfer,andpersonneltraining,aswellasattendingagroundbreakingceremonyforthecreationofanewuniversityinShanghaibetweenU.S.andChinesepartners.1Onewaytothinkoftheseactivitiesisintermsofeducationdiplomacy.Theyarepar
5、tofaneffortbytheChinesegovernmenttouseinternationaleducationactivities—suchassendingChinesestudentsabroad,increasingforeignenroll-mentinChineseuniversities,establishingforeignbranchcampusesinChina,andfosteringinternationalresearchcollaboration—toachievepolicyobjectives.One
6、ofthemostimportantobjectivesistotransformChinaintoaknowledge-intensiveandinnovation-drivensociety.Improvingthequalityofthecountry’suniversities,theskillsetsofitsworkers,anditstiestotheinternationalresearchJamesParadisehasworkedmostrecentlyasalecturerattheUniversityofCalifo
