1、MBA学位论文作者：王利华中国联通甘肃省分公司全面预算管理体系优化研究摘要全面预算管理是针对企业经营的整体规划和管理，主要表现形式是对企业未来一段时间经营活动的计划和预测。具体是以经营、财务、投资等一系列历史数据及内外部发展及竞争环境为依据；以经营收入、财务利润等为目标；以过程为控制重点；以绩效考评为手段，对企业的经营、投资、效益等方面的总体规划进行量化说明的先进管理方法和行为指导方式，可以全面提企业的经营管理水平。全面预算管理是经历了企业管理的各阶段，存优去劣蜕变出的科学的先进的管理方式，正是因为全面预算管理具备了诸多先进性和全面性，

2、而成为了今天我们运用和研究的工具，也被越来越多的中外企业采用并实施。本文通过对全面预算管理理论的系统研究和阐述，在此基础上，对甘肃联通公司经营情况及目前全面预算体系现状进行全面的分析和论证，不仅在解决预算管理存在问题中提出了新的思路，也在推进企业预算管理中求新求变的道路上做出了尝试，具体内容分别从四个主要方面：全面预算管理的组织架构设置、全面预算的编制过程及细节、全面预算管理的执行与控制、全面预算管理结果的考评，并结合当前甘肃联通公司的经营管理现实情况，对该公司的全面预算管理体系做了优化设计，抛砖引玉，期望以此起到帮助公司，有效提升公司
