1、中文摘要公民参与是影响公共政策制定的重要因素。传统参与理论、新公共管理理论以及决策理论等都为我国公共政策制定中的公民参与研究提供了理论依据。我国公共政策制定中的公民参与有其特有的活动形式及存在问题，本文通过对问题的深入剖析，找到阻碍我国公民参与公共政策制定的原因，并提出解决该问题的对策。在公共政策制定中，一方面需要推进制度建设，拓宽公民参与公共政策制定的渠道；另一方面也需要政府和公民双方的共同努力，即公民需要通过教育的引导和基层民主的实践增强参与意识，提升参与能力，政府需要确立正确的价值取向，变革公共决策体制，以法律的形式明确公民参与权利，最终将公共政
