2、capitalistproject,istoreshapethepublic’sunderstandingofthepurposesofpublicinstitutionsandapparatuses,suchasschools,universities,libraries.Inschools,intensivetestingofpre-designedcurricula(highstakestesting)andaccountabilityschemes(suchasthe‘failingschools
3、’andregularinspectionregimethatsomehowonlypenalizesworkingclassschools)areaimedatrestoringschools(andfurthereducationanduniversities)towhatdominantelites–thecapitalistclass–perceivetobetheir"traditionalrole"ofproducingpassiveworker/citizenswithjustenoughs
4、killstorenderthemselvesusefultothedemandsofcapital.IntheUSandtheUKandthroughoutotherpartsoftheglobe(Hill,2005b;andHilletal,2006),policydevelopmentssuchasthe1988EducationReformAct,passedbytheConservativesandextended/deepenedbyNewLabour,andintheUSA,theBush‘
5、NoChildLeftBehindAct’of2001havenationalizedandintensifiedpatternsofcontrol,conformityand(increasing)hierarchy.These,andotherpoliciessuchasthePatriotActintheUSAthatpermitssecretservicestospyon/accessthelibraryborrowinghabitsofreaders,havedeepenedthelogican
6、dextentofneoliberalcapital’sholdovereducationreforms,overpublicservices.Theyareanattempttobothintimidateandtoconformcriticalandalternativethinking.IntheUS,suchreformsinclude:theheavyinvolvementofeducationalmanagementorganizations(EMOs)aswellastheintroduct
7、ionofvoucherplans,charterschools,andothermanifestationsofthedrivetowardtheeffectiveprivatizationofpubliceducation.EnglandandWales,meanwhile,haveenduredtheeffectiveeliminationofmuchcomprehensive(all-intake,all-ability),publicsecondaryschooling.Commercializ
8、ationandmarketizationhaveledtoschool-basedbudgetarycontrol,a‘market’innewtypesofstateschooling,andtheeffective‘sellingoff’ofstateschoolstorichand/orreligiousindividualsorgroupsviatheAcademiesscheme.Theinfluenceofneo
