1、华中科技大学硕士学位论文摘要国家中长期教育改革和发展规划纲要（2010－2020年）中办学体制改革一章明确提出未来十年国家将大力支持民办教育。今后一段时期，我国民办高等教育将面迎来一个新的发展时期。A独立学院系国家教育部2000年8月批准成立的全日制本科层次普通高校，由A大学和武汉军威教育投资集团合作兴办。至今已经走过了十年的办学历程，在这十年的办学实践中，该学院取得了骄人的成绩，2006至2010年，学校连续五届蝉联中国独立学院排行榜首。但是，实践表明，由于办学历史较短和外部环境的制约，A独立学院仍存在许多亟待解决的问题。另外，由于国家政策

2、的调整，A独立学院面临着新的情况，即两年内必须脱下母体高校的光环，完全独立地生存和发展。对于学校来说，这既是机遇也是挑战。任何一所学校的核心竞争力都来自于它所拥有的师资，A独立学院也不例外，能否吸引和留住优秀人才关乎它未来的前途和命运。在此背景下，本文首先介绍了A独立学院的基本情况，分析了学院发展战略确立的依据和出发点，明确了学校发展的总体战略。其次，运用战略管理中的SWOT分析工具，剖析了影响A独立学院人力资源战略的内外部环境因素和主要竞争对手，归纳总结了A独立学院自身的优势、劣势和外部的机会、威胁。最后，在对内外部环境分析的基础上，在学校
