1、ABSTRACTRecentyears,humanresourcessmanagement(HRM)andoutsourcingprinciplesandpracticesaredevelopingrapidlyinbusinessmanagementareainChina.Butreferenceofthesetheoriesandadvancedformdoesnotmnsmoothly.HRMisanadvancedmanagementideaandstyle.ItCanimprovemanagementefficiency,opti
2、mizetheallocationofresourcesss,sharpencompetitivenessedgeetc.ButallthesefunctionsarenotfullyexploitedandusedinChina.ManycorporationsdonottreatHRM舔thestrategicpartnerortheycannotmakeitbe.Ontheotherside,insomedevelopedareassuchaswestEuropeandAme—ca,HRMiSdevelopingstablyandgo
3、esfurthermature.HumanrcsourccssoutsourcingistreatedasanewHRMmodewhichimpactsandupdatestraditionalHRM.HROutsourcingreferstocontractswithaoutsideprofessionalservicestorenditsskills,knowledge,technology,serviceandmanpowertodosomeHRMworkwhichoriginallyhavetobedoneinsidethecomp
4、any.HROisaimtoreallocateresourcess$inordertoimprovecompetitivestrength.InChina,HROisinitiallydevelopedbutitisatthefledglingstageandisdevelopingslowly.Sotherestillismanyspaceneedtobefilledbothinacademyandpractice.Accordingto‘‘China's2004HumanResourcessOutsourcingSurveyrepor
5、t",HR0isatearlystageinChina.71.3%ofenterprisesstillhavenotusedHRoutsourcingservices;9.8%ofenterpriseshaveindicatedthatⅡleyarepreparedtonseHRoutsourcing;themajorityofenterprisesstillhasnotorisnotpreparedtonseHRoutsourcing.Furthermore,enterpriseswhichapplyHROareaimtoextricat
