3、ganizationWorkingGroupReport”,adeparturefromthespiritoffreetradeadvocatedbytheWTO,hiddenbehinditsulteriormotives.Fromaneconomicpointofview,ontheonehand,duetorestructuringasaresultofnon-textilemanufacturersinadifficultsituationinthepost-quotaera.Byabus
4、ing"thespecialsafeguardof242"，theU.S.governmentmeanttoprovidethedomestictextileindustrybreathingroom;Ontheotherhand,inrecentyears,highontheU.S.-ChinatradedeficitandtheconsequentdissatisfactiontriggeredbythedesiretoforcearevaluationofRMB,ledtotheBushad
5、ministration'sdecisiontothreatenChinawithnewtextilequota.Fromapoliticalstandpoint,firstofall,forseekingre-election,republicanBush,determinedtowinthepresidentialelectioninNovember2004.Inordertowinthevotesoftextileindustry,Bushmustpromiseto"smother"Chin
6、esetextiles;Inaddition,moldhasalwayswantedto"unipolarworld"intheU.S.governmentview,therapidriseofChinainrecentyearshasbeena"threat"totheU.S.’spositioninworldaffairs.Therefore,forBushadministration,tolimitChina'stextileindustryasawholetocontainChina'se
