1、MovementforDemocraticchangeMDCYouthPolicySeptember2003PreambleWhereasithastakentwenty-threeyearsfortheZANUpfgovernmenttorealisetheimportanceofaNationalYouthPolicyfortheyouthofZimbabwe,itisstilldishearteningtonotethattheirpolicyishighlypartisan.Thetragedystillunfoldsinanoth
2、erdimension,whereyouthsareabusedforpoliticalgainduringcampaigns,andsummarilydumpedsoonafterthebeneficiarypoliticiansassumeoffice.DefinitionsPolicyisdefinedas“anadoptedframeworkorabasisfortheactionneededtoovercomeidentifiedproblemsandachievestatedgoalsandobjectives”.Anobjec
3、tive“isatarget,theattainmentofwhichwillhelptowardsreachingastatedgoal”[WhitePaperonNationalTransportPolicy,SouthAfrica].Tothisend,theMDCgovernmentshallhaveaMinistryofYouthandGendertobethecustodianoftheconstitutionalmandateofdeliveringonthelife-longaspirationsofanyZimbabwea
4、nwhoisthirtyyearsandbelow.TheVisionofthisYouthPolicyUndertheMDCgovernment,Zimbabwewillproduceaninformed,dynamic,responsible,creativeandparticipativeyouthwhoisfullydevelopedmentally,spiritually,socially,physically,politicalandcontributingtotheeconomicprosperityofthecountry.
5、GuidingprinciplesInreachingthisvision,MDCisguidedbythevaluesofdemocracy,equity,tolerance,andnon-discriminationonthegroundsofrace,religion,tribeorgender.Wewillbuildmodesofgovernancewhereyouthsarerepresentedandfullyparticipateinthestate,socialpartnershipanddialogue.Thiswillb
6、ebasedonfreedomsandsecuritiesembeddedandguaranteedinanewpeopledrivenconstitutionandonstrongandindependentlymonitoredelectoralrights.Wewillstrengthendemocraticparticipationofyouthsthroughreformofparliament,localandcentralgovernmenttobuildconfidenceinthe9institutionsofgovern
7、ment.Wewillbuildequityinrepresentationanddemocraticparticipationinyouthsandvulnerablegroups.ChallengesAcombinationofbadgovernance,avindictivemacroeconomicenvironmentandarrogantstateofdenialbythecurrentgovernmentofitsfailureshasresultedinthefollowingseriouschallengesfacingt
