1、.浅析行政体制改革中行政职能的转变摘要：行政职能是指国家行政机关依法对国家及社会公共事务实施管理和服务时所承担的职责和发挥的功能。行政职能一般包括政治职能、经济职能、文化职能和社会职能。我国行政机关在社会的运行中如何定位、如何履行行政职能，对我国的行政体制改革和整个社会经济的发展影响重大。而在我国当前的市场经济体制当中，政府的行政职能存在着“缺位”、“错位”以及“越位”的现象，具体体现在重事前审批轻事后监督、重行业管理轻社会服务、重行政制裁轻法律保护、重行政命令轻契约整合等，这都影响到了我国建设现代化的社会主义市场经济国家的伟大目标。为了完善我
