2、范执法风险的重要手段。本文将介绍税收执法责任制的产生、内涵及特点，分析现行税收执法责任制的运行机制，总结出税收执法责任制在地方税收执法风险防范方面的作用。通过探讨地方税收执法风险的成因和防范现状，指出风险防范方面所存在的问题，以运用税收执法责任制防范地方税收执法风险入手，结合哈尔滨市地方税务局的实际工作，在充分调查研究的基础上，提出完善现行税收执法责任制各项制度的方案，并对在实际税收执法过程中贯彻实施执法税收执法责任制提出意见，从而达到充分发挥税收执法责任制的作用，防范地方税收执法风险的目的。关键词：税收；执法责任制；风险；防范哈尔滨工程大学公共
