1、中文摘要为了顺应高等教育管理的世晃发展趋势和实践高等教育社会问责的民主理念，2010年9月1日教育部颁布了《高等学校信息公开办法》(以下简称《办法》)。在《办法》实施之前，高校的信息公开程度有限，使得社会利益相关者与参与者对于高校的目标、使命、行为特征、规划和绩效等方方面面信息的知情权不能完全落实。《办法》实施之后，在保证国家和高校权益的基础上，从政府法规与公共政策的角度要求高校建立信息公开体系，是高校社会责任有效贯彻的合理体现形式，同时也是高校与社会公众沟通联系的重要纽带。伴随着其他社会机构对高校评价褒贬不一，各种关于高校的不必要的信息扭曲和误导，客观上造

2、成了高校信息公开的社会压力。《办法》的颁布有利于增进和提高高校的办学理念和办学特色特色。《办法》的颁布与实施已近两年，各个大学都相应的制定了适合自身情报的信息公开目录与指南，但是在具体的公开信息上——公开信息的数量、细节、内容等都存在不同。对于高校信息公开政策的执行，作为执行主体的各个高校并未从实际满足《办法》所规定的内容，而是有选择的予以公布，这就造成了高校信息公开中的政策执行偏差。本文的研究目的即是从现有的高校信息公开形式与手段——高校信息公开网站的内容入手，建立评价高校信息公开中的政策执行标准与体系，并对政策执行偏差的行为与现象进行判定和分析，从而实现
