1、中文摘要行政发展和政治文明在中国社会不断进步的情况下，对实践中的公共行政提出新的要求。行政制度文化作为行政体系的深层结构，已然成为影响其成就的关键因素，对行政制度文化的深入研究必要而迫切。以此为基点本文对行政制度文化的理论体系加以认识，并反思作为我国行政制度文化构建基础的中国传统文化及中国行政制度文化的现状，重点对当代中国行政制度文化存在问题及其生成原因进行剖析、进而深入把握，提出当代中国行政制度文化建设的基本原则，在此基础上从行政理念、行政实践以及“人"的因素三方面探讨我国行政制度文化的建设途径。本文对行政制度文化的研究，旨在从宏观层面把握我国行政制度文化的基本架构，从
