1、南昌大学硕士学位论文城市化进程中失地农民权益保护问题研究姓名：钟方丽申请学位级别：硕士专业：行政管理指导教师：曾南权20120603摘要1Ⅲ《圳㈣舢㈨川川洲舢llY2141310工业化和城市化对土地的需求日益增加，在全国范围内掀起了三次圈地运动，致使大量农民失去土地。由于现行的土地征收制度带有浓厚的计划经济色彩，将农民完全排除在利益分享机制之外，同时又没有为其建立起相应的替代机制保障其生产生活，使失地农民沦为“种田无地、就业无岗、社保无份”的社会弱势群体。地方政府受经济利益的驱动，过度介入征地行为、与民争利。失地农民由于自身先天

2、的弱质性以及利益表达机制的不畅，缺少话语权，根本无力保护自身的利益，致使权益被不断侵蚀。目前因征地引发的纠纷已经取代税费之争，成为农民维权抗争的焦点，对我国经济发展和社会稳定构成极大的威胁。可见，失地农民问题已成为当前社会发展和城乡一体化进程中亟待解决的重要课题。本文运用文献调查法、跨学科研究方法、历史分析法等研究方法，从当前我国城市化进程中失地农民的现状和权益受损的问题出发，多维度地分析了失地农民权益受损的原因，提出了一个完善失地农民权益保护的政策性框架。健全土地征收制度，完善就业体系和社会保障制度，正确定位政府角色，强化失地
