1、摘要近年来，我国远程开放教育事业迅猛发展，网络教育从无到有并形成一定规模，在实践终身教育和促进教育大众化方面取得突出成绩。广播电视大学作为世界上最大的远程教育教学系统，现代化基础设施和信息化建设有了突破性的进展，它的开放教育试点教学网络已经覆盖大陆所有省、自治区和直辖市。各基层电大积极探索现代远程开放教育条件下人才培养模式改革和运行机制，办学规模进～步扩大，推动了现代远程教育的蓬勃发展。但与此同时，远程开放教育的教学质量问题也引起了社会各界更多的关注，一些基层电大管理制度不健全，办学条件和设施相对滞后，优秀教学资源相对缺乏，从而影响到远程开放教育的质量。

2、根据电大远程开放教育教学的质量标准，提高网上课程教学质量是保证远程开放教育教学质量的关键。为此，本文对网络环境下远程开放教育课程教学质量保证体系进行了研究，指出现代远程开放教育课程教学过程主要是由教师、学生、多媒体教学资源、学习支持公共服务体系四要素组成的，通过老师与学生的交互作用和四要素的多边运营才能产生出教与学协同的效益。但是目前在远程开放教育的网上课程教学过程中，存在着学生学习动力不足普遍缺乏自主学习的态度和能力、课程辅导教师专业素质不高成就感不强、网络课程教学资源单一不能满足多样化学习需求、网上课程教学缺乏有效监控与反馈等诸多问题，必须采取切实有

3、力的措施如重视思想教育增强学生自主学习的内驱力、完善学习支持服务体系建设提高开放教育的吸引力、加强师资队伍建设打造优秀课程辅导老师、加强网上资源建设为学生提供优质网络课程学习资源、落实网络课程教学过程监控等来提高网上课程教学质量，这对促进电大远程开放教育工作的顺利开展，打造远程开放教育品牌，有重要的现实意义。关键词：远程开放教育；课程教学模式；网络平台；质量保证体系AbstractWiththedevelopmentofdistancelearning．E—learninggrowsquickly，whichcontributesalottopemlan
