1、我国公共部门人力资源管理研究摘要我国正处在全面建设小康社会的关键时期，随着社会主义市场经济的发展和社会经济结构的转型，包括党政机关、社会团体、国有企事业单位在内的公共部门体制改革正在深入进行。政府职能转变和行政体制改革的深化，必然会落实到公共部门管理领域，现阶段已经出现了公共事业民营化、公共服务主体多元化、公共管理领域拓展、公共管理体制创新、非政府组织作用增强等新趋势，公共部门人力资源管理的理念、制度和模式的转变必将成为改革的一个重大部分，以现代企业人力资源管理思想为指导，建立与社会主义市场经济相适应的管理制度和方法成为我国公共部门人力资源管理发展的必

2、然趋势。本文在前人研究的基础上，系统地分析了我国公共部门人力资源管理、公共部门人力资源管理的发展现状、现代人力资源管理发展与转变，进而从我国公共部门人力资源管理的思想认识、实施方式、保障运行三个方面提出公共部门人力资源管理的对策。本文的研究工作不仅对加强公共部门人力资源管理，促进公共部门人力资源能力的提升具有理论意义，而且对于深化行政事业单位人事制度改革，寻求社会化、专业化的发展道路，发挥公共人力资源开发和使用的市场机制作用，运用市场功能实现公共人力资源的开发、流动和配置具有较高的实践价值。关键词：研究人力资源管理公共部门CHINAtSPUBLICSE
