1、万方数据摘要本文通过对陕西省应急预案体系构建的基本情况进行深入的调查研究，通过理论分析，借助实践经验，在相关专家的指导下，就应急预案体系概念做了梳理界定，深入研究了陕西省应急预案体系目前的基本情况，总结了当前预案体系构建工作值得肯定的经验，剖析了存在的问题及影响因素，并根据自己的工作经历，从应急预案体系构建本身特点出发，提出了做好应急预案体系构建必须从完善工作体制、机制入手，从做好顶层设计，加强宏观规划着眼，按照以风险定预案目录、落实分级构建、实行归口构建、坚持依能定策的基本思路抓好体系纲目建设，进一步突
2、出预案体系内部各类预案自身特点，形成特色鲜明的预案体系，积极推进预案规范化标准化进程，提高预案体系规范化水平，加强应急预案评估，提高应急预案的科学性，加大应急预案体系构建投入力度和管理力度，全面推进应急预案体系构建工作。这些对策和建议，对帮助陕西省乃至全国搞好应急预案体系构建，提高突发事件的应对能力具有一定的实践意义，从而有效维护社会安全和和谐稳定，产生良好的社会效益。同时，本文的研究也弥补了当前我国应急预案体系构建领域研究的不足，为其他同类省份加强预案体系构建提供经验借鉴和资料支撑。关键词：应急预案,体
