1、重中之重。世界经济的快速发展和经济自由化程度的不断深化，为我国银行业提供了发展机会的同时，也带来了巨大的风险，这使得银行业的监管面临着前所未有的挑战。有效的银行监管可以保证国家经济的稳定健康发展，自《商业银行法》颁布实施以来，我国在银行业监管方面已经取得了显著的成效，但是在监管成效方面仍存在一些不足，比如存在不良贷款率较高、违规经营等问题。针对这种情况，本文基于对我国银行业监管有效性不足的认识，以如何在新形势下完善我国银行监管体制，提高监管有效性问题作为研究的主要方向。首先对银行业监管的基本理论进行简单介绍，然后在对银行监管成本与效率进行均衡分析的基
