2、uctionandoperation.The“heat”asaspecialcommoditybetweenproducersandconsumers,howitspricereflectsthecostsandbenefitsofproducersandthevaluebelongtoconsumershasbecomeacontradiction.Thispaperadoptsfieldresearchandliteratureresearchmethods.Firstitanalyzestheheatingmarketsituationand

3、problemsofHarbin.Andmakeacontrastwiththeothercitiesoutsidetheprovinceonchargingmethod.Thenclassifyandexplaintheinfluencingfactorsofheatpricing.Atlastconstructthepricingmodelofresidentsheatingandmakethepricecalculation.Afterthatitanalyzesthecoststructureofdifferenttypesofsample

4、sandexploreitsdeep-seatedreasons.Onthisbasis,putforwardpolicyrecommendationsaboutthepricingmechanismofresidentsheating.Bymeasuringanalysis,thecurrentpriceofresidentsheatinginHarbinisatareasonableandaffordablerangeandstillhasspacetoreduce.Heatingcostsaffectthepricemostlyandtheb

5、asicelementsthataffecttheheatingcostsmostlyarefuelcosts,laborcostsanddepreciationoffixedassets.Thetrendofthecomprehensivecostandthepricemovementofthecoalarebasicallythesame.Buttheproportionofcoalcostsshowsadecliningtrend.Thecostsofcogenerationaregenerallylowerthanboilerroomare

6、aandscatteredsmallboilers.AndsocialbusinesscostsaregenerallylowerthanthepropertyheatingGroup.Groupheatingcostsarehigherthanthesocial,ontheonehand,theinstitutionsarecomplexandmanagementisnotinplace;ontheotherhand,itisalsorelatedtobearingmoresocialresponsibilitysuchasacceptinghe

7、atingtasksabandonedbythescatteredsmallboilersandmoreoldtownsinjurisdiction.Thisstudywillnotonlyhelpimproveourheatpricingandadjustmentmechanismandenhancestandardizedmanagementtotheheatingenterprises,butalsocaneasethecontradictionbetweenproducersandconsumersatacertainextent.Keyw
