1、摘要每个中小企业都可能存在着潜在人才流失危机，实施预警管理无疑具有“未亡羊前先补牢”的现实意义。预警管理功能就是要实现对人才动态管理全过程的“识别、诊断、预防、纠止、改进雹通过预警系统的输入与输出信息采集、统计与分析，及时跟踪、监测、发现、分析并解决人才管理中的组织、结构、机制、开发、环境等问题，从而有效防范和化解人才流失危机。目前，中小企业已经成为推动我国国民经济发展的重要力量，同大企业比较,中小企业的总体竞争不但能力较弱，而且随着我国市场经济的迅速发展，还出现人才不断流失现象。尤其是人才流失问题比大企业更

2、为严重，在一定程度上已经严重影响了中小企业的健康稳步发展。人才是企业发展的关键，中小企业只有妥善管理和开发人力资源，才能最终保证企业的可持续发展。在提出中小企业人力资源管理特点的基础上，对中小企业人才流失的原因进行分析，提出相应的对策。在中小企业的生存与发展过程中，人才起了关键性的作用，大企业可以凭借其名气和雄厚的实力吸引各种人才，而名气和资源都比较小的中小企业，如何吸引人才便成为中小企业经营者都十分关心的问题。本文通过对中小企业的分析，根据中小企业的特点，比较系统地提出了中小企业吸引人才的策略。关键词：中小
