2、pertsagreethatifnothingisdone,theunemploymentratecouldreachdoubledigits.Oureconomycouldfall$1trillionshortofitsfullcapacity,whichtranslatesintomorethan$12,000inlostincomeforafamilyoffour.Andwecouldloseagenerationofpotential,asmoreyoungAmericansareforcedtofor

3、gocollegedreamsorthechancetotrainforthejobsofthefuture.Inshort,ifwedonotactboldlyandswiftly,abadsituationcouldbecomedramaticallyworse.ThatiswhyIhaveproposedanAmericanRecoveryandReinvestmentPlantoimmediatelyjumpstartjobcreationaswellaslong-termeconomicgrowth.

4、IampleasedtosaythatbothpartiesinCongressarealreadyhardatworkonthisplan,andIhopetosignitintolawinlessthanamonth.It’saplanthatwillsaveorcreatethreetofourmillionjobsoverthenextfewyears,andonethatrecognizesboththeparadoxandthepromiseofthismoment-thefactthatthere

5、aremillionsofAmericanstryingtofindworkevenas,allaroundthecountry,there’ssomuchworktobedone.That’swhythisisnotjustashort-termprogramtoboostemployment.It’sonethatwillinvestinourmostimportantprioritieslikeenergyandeducation;healthcareandanewinfrastructurethatar

6、enecessarytokeepusstrongandcompetitiveinthe21stcentury.TodayI’dliketotalkspecificallyabouttheprogressweexpecttomakeineachoftheseareas.Toacceleratethecreationofacleanenergyeconomy,wewilldoubleourcapacitytogeneratealternativesourcesofenergylikewind,solar,andbi

7、ofuelsoverthenextthreeyears.We’llbegintobuildanewelectricitygridthatlaydownmorethan3,000milesoftransmissionlinestoconveythisnewenergyfromcoasttocoast.We’llsavetaxpayers$2billionayearbymaking75%offederalbuildingsmoreenergyefficient,andsavetheaverageworkingfam

8、ily$350ontheirenergybillsbyweatherizing2.5millionhomes.Tolowerhealthcarecost,cutmedicalerrors,andimprovecare,we’llcomputerizethenation’shealthrecordinfiveyears,savingbillionsofdollarsinhealthcar
