中铁隧道集团有限公司广深港狮子洋项目经理部工资管理细则（试行版）根据盾构掘进期间的特点及安排和贯彻《关于重新发布股份工资管理试行办法的通知》特制定广深港狮子洋项目部工资管理细则。根据岗位及用工性质，项目部在项目的正常施工阶段分为两种薪酬形式即：项目薪金制、岗位工资制，项目的起始和收尾阶段不适用本办法。项目薪金制一、项目经理、项目书记、副经理、总工、工会主席必须实行项目薪金制，副总工、四部一室负责人、材料负责人和验工计价负责人可在项目薪金和系数之间选择，如果选择项目薪金就必须交风险抵押金。二、经理基本薪金=（企业员工上年度平均工资×3倍+项目规模薪金）×难度系数。三、副经理、总工、安全总监、工会主席的基本薪金按照经理的85%确定。其他人员的基本薪金分固定部分和浮动部分。固定部分：副总工、内聘副经理按照经理基本薪金的50%确定，四部一室负责人、验工计价负责人和材料负责人按照经理基本薪金的45%确定，各单项负责人按照经理基本薪金的40%确定。浮动部分每半年浮动一次，浮动部分由上半年的出勤情况和绩效考核成绩确定。 岗位占项目经理薪金比例固定部分浮动部分出勤绩效成绩副经理、总工、安全总监、工会主席85%副总工/内聘副经理50%10%10%计财部、工程部、设物部、安质部各部长及办公室主任45%10%5%验工计价负责人、材料负责人45%5%5%最终核算出勤比例=出勤天数/日历天数×出勤所占浮动比例（计算结果精确到0.1%，出差天数按照正常上班计算）；最终核算绩效成绩比例=绩效成绩所占比例标准×100%（半年绩效考核成绩优秀）或最终核算绩效成绩比例=绩效成绩所占比例标准×80%（半年绩效考核成绩称职）；绩效考核基本称职和不称职者不拿绩效成绩所占比例部分薪金。绩效考核可采用股份公司的绩效考核成绩。岗位等级工资制一、合同工和协议工工资待遇岗位等级工资制由固定部分和浮动部分构成。1、固定工资部分实施岗位等级工资，由岗位工资、工龄工资、绩效工资、特殊工资等四部分组成。①岗位工资岗位工资=岗位工资基数×岗位工资系数（详细情况参考《关于重新发布股份工资管理试行办法的通知》的附表1和附表2）。②工龄工资 工龄工资：按照员工每工龄年10元/月计算（详细情况参考《关于重新发布股份工资管理试行办法的通知》）。③绩效工资绩效工资=绩效工资基数×岗位系数。绩效工资每季度核定一次，上季度绩效考核成绩优秀和称职的有绩效工资，基本称职和不称职的无绩效工资。绩效考核办法参考《股份公司员工绩效考核管理办法》。当年新进员工无绩效工资。④特殊工资特殊工资指现行的各项津贴补贴（详细情况见《关于重新发布股份工资管理试行办法的通知》附件二第八条）。2、浮动工资部分即奖金，奖金=奖金基数×奖金系数。奖金基数制定的指导思想为：在保证安全、质量的前提下，进度为考核指标的标准，成本消耗采用定额消耗，超出部分扣除的原则。①奖金基数按照如下表标准确定掘进班奖金基数表进度指标指标单价（元/环）应得基数奖金范围备注组装、拆机　　1000分班组考核与计算X≤100900900100环以内900元100≤X≤1408.5900+(X-100)*8.59001140100至140环之间8.5140≤X≤18091140+(X-140)*911401500140至180环之间9180≤X≤220101500+(X-180)*1015001900180至220环之间10220≤X121900+(X-220)*1219002500220环以上12说明如下：Ø掘进班同一条线捆绑考核（一条线掘进时，掘进班分班考核）；Ø电工班和维保班取左右线掘进班奖金基数的平均值； Ø泥水班、综合班、管片厂、项目部本部四部一室取两条线掘进班平均×0.9；Ø主司机、值班工程师按照本条线掘进班基数计算；Ø非掘进期间不分前勤、后勤，项目部统一基数。②奖金系数，后勤人员参考岗位工资系数，前勤人员根据实际情况确定，具体参照项目部下达的人事令。工程部和设物部采用系数浮动的原则，由项目部分别拿出0.3的奖金系数分别给两大部门，由总工会同部长协商后对本部门的人员进行增减，增减的代数和不应大于0.3。各工班允许对已经下令确定的奖金系数予以正负0.1的调整，工班奖金系数总的代数和保持不变。不管当月工班人员有无请假，项目部按照核算的工班总系数进行核发奖金，由副经理、调度、工班长确定系数浮动的建议名单，按程序发放。二、临时性用工工资待遇及标准临时性用工是指：除股份公司签订合同以外的项目部有劳务合同关系的人员。1、工资分为两部分：固定部分和超产奖金固定部分根据岗位技能、项目工龄不同而有所不同，详见下表，项目工龄是指在项目开始的工龄，满一年后开计，50元/月。临时用工类别及岗位工资、系数表类别工种岗位工资奖金系数备注I工班长7001.85同合同工一致II副班长、主司机7001.75III管片安装司机、设备保养工、资料员6501.5 项目工龄工资加50元/月IV电平车司机、测量工、管片组组长、搅拌站站长、轨线组组长、调车员、电工、电焊工、泥水厂司机、安全员、注浆司机、门吊司机、内业管理员6001.4V管片安装工、试验工、充电工、修补工、物资管理工、管线延长工、搅拌站上料工、叉车司机、装载司机5501.2VI泥水工、管片粘贴工、抽水及砂浆下料工、普工、杂工及新进劳务工5001.0新进人员试用满后有奖金VII门卫、清洁员、炊事员现行标准包干工资2、试用期内，试用期时间为一个月，核发岗位工资，（如果有资料证明以前曾在股份公司工地从事过本项工作，并表现良好，可以没有试用期），试用期满后留用的根据人事令核发奖金。3、从事本岗位生产的一线劳务工一般按照12小时为一个工日，工资奖金中已包含节假日工资、加班工资。4、实行计件工资的，按照核算的单价多劳多得，少劳少得的原则进行分配。5、临时雇佣劳务工及点工的核算，按10小时一个点工，不分工种按45元/点工计。6、奖金=奖金基数×奖金系数。①奖金基数同合同工、协议工中的奖金基数。②奖金系数参照上表中奖金系数。7、后勤管服人员按照标准工作日工作制，实行包月工资。内聘看守人员：1000元/月；保洁员：1000元/月；炊事班长1600元/月；主厨1300元/月；炊事员：1000元/月。8、劳务工其他待遇劳务工劳保用品领发，必须是满足在三个月以上生产岗位上的，若不满三个月离开的，所领物品费用自理。 车票报销标准为硬坐，工作满半年报销一次车票，工作满一年，报销往返车票，少于半年者，不报效车票。劳务工有下列情况之一的，项目经理部可以代扣工资：Ø代缴代扣个人所得税；Ø代缴代扣的应由劳动者个人负担的各项社会保险费用；Ø法律、法规规定可以从劳动者工资中扣除的其他费用。三、国家全日制正规院校毕业生工资待遇1、见习期内执行见习工资，中专生800元/月，大专生1400元/月，本科生1600元/月，硕士生2000元/月，博士生2300元/月；见习期满后，按照所从事岗位执行岗位工资、工龄工资、绩效工资、特殊工资、奖金。2、见习期内加班待遇①硕士生、博士生公休日加班按45元/天支付加班工资，节假日加班按60元/天支付加班工资，请假期间按45元/天扣发工资。②大专生、本科生公休日加班按30元/天支付加班工资，节假日加班按45元/天支付加班工资，请假期间按30元/天扣发工资。③中专生公休日加班按15元/天支付加班工资，节假日加班按25元/天支付加班工资，请假期间按15元/天扣发工资。3、见习期内奖金待遇①硕士生、博士生从见习期开始发放奖金，大专生和本科生从见习期第4个月开始发放奖金。②奖金系数每季度浮动一次，由上季度绩效考核成绩确定，绩效成绩优秀（90以上）者奖金系数为1.3，称职者奖金系数为1.0，基本称职0.8，不称职者延期一季度发放奖金。4、见习期内，除支付见习工资、加班工资外可支付女职工劳动保护卫生津贴，回族伙食津贴，特殊地区津贴，隧道津贴，中夜班津贴，其它固定工资不再支付。四、劳动输入人员（含实习生） 1、在校学生毕业前实习期间，短期实习（2个月以内）不支付生活费；长期实习，2个月以上，6个月以内的，按600元/月支付生活费；6个月以上的，按1000元/月支付生活费；实习生公休日加班按10元/天支付生活费，节假日加班按20元/天支付生活费，公休日、节假日请假期间按20元/天扣发生活费。2、长期实习生，从第三个月开始给予考虑奖金，根据个人每月表现，由部门领导负责核定奖金，奖金范围300-500元，经培训取得岗位证书者奖金范围400-600元。3、计划长期使用、与劳务公司形成劳动关系的、表现优秀的劳务人员，经股份公司批准后，可比照股份公司在岗员工支付工资待遇（具体标准与名单以股份公司发文公布为准）。五、退休留用人员退休留用期间按同岗位、同条件在岗员工工资标准支付，工龄工资按照退休时间计算，不再逐年累加。六、项目部原临时性用工管理办法作废，2007年12月1日起试行，试用期三个月，解释权归项目部管委会，执行部门办公室牵头，各部门配合。七、相关配套管理办法1、项目部工序时间控制及应急反应程序。（调度考核）2、管片掘进质量管理奖惩办法。（工程部考核）3、盾构掘进期间安全奖罚细则。（安质部考核）4、盾构掘进材料消耗奖罚管理办法。（设物部考核）5、泥水处理厂生产管理办法。中铁隧道集团有限公司广深港铁路客运专线狮子洋隧道SDⅢ标项目部二○○七年十二月一日 关于项目生产进度控制及应急反应程序的规定本项目工期紧、任务重、标准高，为加强项目的各项工作的执行力度，严格控制施工现场的施工进度，强化现场管理，特规定如下：一、项目管理及技术层的各项工作进度控制要求根据目前的部门分工，“小分工，大合作”，立足本职，主动超前考虑职责范围内的事情，各部门根据项目月进度计划拟定本周内的工作计划，汇总调度统计经过项目经理审核后，在每周日的交班例会上下发，无特殊理由完不成计划的项目，按完不成的项数计入员工绩效考核的内容，纳入“狮子洋之星”评选的考核体系中，凡因工作超前不够或执行不力，又没有及时的进行汇报，对现场工作造成实质性的影响，视情节给予200～1000元每次的罚款。二、施工现场的施工进度控制要求1、施工现场由工程部按照月计划核算出每个工班的日进度指标，正常施工期间，各工班的工序时间由现场调度（领工员）负责控制，工程部必须制定每工序的作业标准时间供现场调度参考。²当作业时间超出标准时间30min时由现场调度负责提醒和解决。²当作业时间超出标准时间1小时或出现工序停止时，现场调度必须立即通知生产副经理，由生产副经理负责解决。²当作业时间超过3小时，由生产副经理向经理通报。2、生产副经理、调度人员应提前安排现场工作，技术人员、测量组、质检人员、试验人员等配合现场施工人员，在接到现场指令10min内必须到达，目前可放松至30min。 3、凡因部门或人员工作失误造成停工等待超过30min的给予50元罚款，30min～1小时给予100元罚款，依次类推。三、对各生产班组的考核：根据月进度指标下达的日进度指标对各生产班组进行考核：1、每日的换班时间定为早上7：00和19：00，进度统计也依此为标准。2、各生产班组如果一天达不到制定的日进度指标，由生产副经理对其在日交班会上给予提醒。3、各生产班组如果连续两天无法完成既定的进度指标，由生产副经理给予警告并要求其提出其改善进度的措施，并落实资源进场时间。4、如果连续三天无法满足日进度指标的要求，生产副经理必须发出书面的通知，召开相关人员参加会议解决资源配置的问题，如果作业队伍拒绝调整资源，由项目立即组织资源进场，费用从作业队伍的承包费用中扣除。5、对于作业队伍周、月进度计划的考核纳入现场进度、安全、质量、文明施工考核管理办法中去。中铁隧道集团有限公司广深港铁路客运专线狮子洋隧道SDⅢ标项目部二○○七年十二月一日 盾构掘进质量管理奖惩制度为把世界一流客运专线标准落实到施工中的每一个环节、工序，落实每一位参建员工的责任，严格过程控制，确保工程质量，确保工程零缺陷，特制定本制度。一、管片缺陷1、管片厂、综合班、掘进班作业人员工序交接或施工中加强管片外观质量检验，一旦发现严重缺陷的管片，及时向质检（值班）工程师报告。名称现象缺陷等级露筋管片内钢筋未被混凝土包裹而外露严重缺陷蜂窝混凝土表面缺少水泥砂浆而形成石子外露严重缺陷孔洞混凝土内孔穴深度和长度均超过保护层厚度严重缺陷夹渣混凝土内夹有杂物且深度超过保护层厚度严重缺陷疏松混凝土中局部不密实严重缺陷裂缝可见的贯穿裂缝严重缺陷裂缝长度超过密封槽且宽度＞0.1mm的裂缝严重缺陷外表密封槽部位在长度500mm的范围内存在直径5mm以上的气泡15个以上严重缺陷裂缝非贯穿性干缩裂缝一般缺陷外形棱角磕碰、飞边等一般缺陷外表管片表面麻面、掉皮、起砂、存在少量气泡等一般缺陷2、管片保护责任区段：管片厂——管片生产、养护等至倒运至管片防水施工作业现场，综合班——管片防水施工作业现场至下井后掘进班——管片下井至管片拼装完成后。3、质检（值班）工程师对管片缺陷等级确认后，由质检工程师拟定罚款通知单，对负直接责任的作业队（工作班组），造成管片严重缺陷 的每块罚款300元，造成管片一般缺陷的每块罚款100元，由土木总工签认后下发。4、在综合班和掘进班管片保护责任区段，对缺陷管片，综合班要及时修复，否则处以综合班每块50元的罚款；若掘进班不及时通知综合班进行修复，处以掘进班每块50元的罚款。5、在管片厂管片保护责任区段，对缺陷管片，管片厂要及时修复，否则每块罚款50元，影响盾构施工工序时间的，按相关文件规定处罚。二、掘进方向控制1、对于盾构掘进的姿态控制采用“指标控制、预警报告、超限停机”的管理制度。2掘进的控制指标为：水平和垂直姿态最大允许偏差为±50mm，油缸行程差上下≤±50mm，左右≤±30mm；趋势≤±4‰。每环调向控制指标：平面≤±15mm、高程≤±20mm；2、盾构机掘进过程中，水平和垂直姿态最大偏差应控制在±20mm左右；偏差一旦超过±30mm，盾构主司机或工程部值班工程师及时向工程部部长回报；偏差一旦超过±40mm，应及时向土木总工程师回报；偏差一旦超过±50mm，应立即停机，并召开会议研究方案，待方案确定后再恢复掘进。3、因盾构主司机原因造成每环调向控制指标超标（因设备、地层交界软硬不均除外），控制指标超标每项罚款30元；值班工程师未及时反馈，负同样责任，每项罚款30元。三、错台1、管片错台控制指标：≤10mm。2、值班工程师根据盾尾间隙、油缸行程、盾构姿态合理进行管片选型，如管片选型错误造成管片错台超标，每环罚款50元。3、如无管片选型错误，对错台超标管片每环罚款掘进班50元。四、渗漏水1、管片渗漏水控制指标：已拼装成环管片无湿渍，无点状或线状滴水。 2、值班工程师监督，综合班对管片破损、止水条等防水材料脱落等及时修复，掘进班应确保管片在拼装前状态完好。3、质检工程师每周统计渗漏水情况，月度汇总并分析原因，对渗漏水点，处以掘进班每处30元的罚款。五、管片清洁掘进班应保证管片内面清洁，无油污、砂浆。管片拼装前后应把管片内弧面和端面清洗干净，注脂、注浆过程中应防止油脂和砂浆等污染管片，如果有污染应立即清除。管片脱出后配套后，要及时对管片进行全面冲洗，对管片内面严重污染的，处以每处50元的罚款。六、堵管每班必须按注浆的操作规程和技术要求来实施，保证注浆质量和注浆管路的通畅，每堵一根管，对当班的掘进班罚款100元。七、奖励1、经资料分析，每月评选出对掘进方向控制最好的一名盾构司机，奖励500元，每月评选出对管片选型控制最好的一名值班工程师，奖励200元。2、通过几方面的评比，每月评出管片拼装质量好（占60%）、和渗漏水处少（占40%）的一个班组，每月给予1500元的奖励。3、对提高管片拼装质量和减少渗漏水有益的小改小革，项目部采纳后，每项奖励100元。中铁隧道集团有限公司广深港铁路客运专线狮子洋隧道SDⅢ标项目部二○○七年十二月一日 盾构掘进施工安全奖罚细则为加强盾构掘进施工安全管理，规范作业行为，积极预防各类安全事故的发生，提高安全管理水平和作业人员的安全意识，结合广深港铁路客运专线狮子洋隧道SDIII标项目工程实际，特制定本奖罚细则。1、出现下列任一项不安全行为，处以责任人20元罚款。◇进入盾构井未刷卡。◇操作人员使用的工具使用后未放至稳妥位置。◇行人通道支架安装不稳固，有松动现象。◇行人通道踏板安装不整齐或踏板翘起。◇利用门吊大车行走拔拉物品。◇禁烟区吸烟。2、出现下列任一项不安全行为，处以责任人50元罚款。◇管片安装时，非操作人员进入管片安装区域。◇管片吊运时，安装人员或其他人员站立、穿行在管片下方。◇手、脚放于推进油缸撑靴和管片间。◇门吊在吊运过程中，司机不服从“紧急停止”，或在没有得到恢复运行的指令前运行作业。◇门吊工作完毕后吊具未提升到接近最高位。◇门吊工作完毕后操作手柄未放置于零位或未切断总电源。◇门吊工作完毕后人员离开时还未拔下控制钥匙或未锁闭驾驶室门。◇非电工、非机械维修人员进入G1B及G2拖车二层。◇编组列车司机或调车员未执行交接班制度。◇接班人员在行车前必须对机车进行全面系统的安全检查，确认无任何问题方可运作，交接班时间严禁开车出入交接班。 ◇更换油脂桶时，活塞杆在油桶中未放直放正或油脂桶盖未与油脂桶壁密贴。3、出现下列任一项不安全行为，处以责任人100元罚款。◇未戴安全帽进入施工现场。◇施工现场穿拖鞋（高跟鞋、短裤）或赤膊。◇电焊作业不戴电焊专用手套。◇电焊作业不穿绝缘鞋（不小于6KV）。◇电焊作业不使用防护面罩。◇电工作业不穿绝缘鞋。◇电工作业不戴绝缘手套。◇登高作业穿高跟（硬底带钉易滑）鞋。◇酒后上班。◇非机械设备操作专职人员从事机械设备操作。◇氧气瓶、乙炔瓶无防倒措施或无防回火阀。◇敲击、碰撞乙炔瓶或氧气瓶，在搬运过程中从高处滑下、或在地面上滚动乙炔瓶（氧气瓶）。◇对一根电缆线上出现3处及以上破损的线路未及时进行更换。◇未执行“三级配电两级保护”。◇施工现场洗件油用后未入溶器。◇电器设备用后未按要求断电。电缆线摆放不整齐或无序。电缆线放在水或者稀泥里面。在行人通过的地段电缆未采取保护措施。◇有轨运输的过程中，（包括巡道工）在有轨运输轨线中间行走。◇在安装7#～14#油缸以上管片时，下方工作或通行。人员在隧道内行走时未走行人专用通道，随意攀爬。人员在轨道上坐、卧、行走。4、出现下列任一项不安全行为，处以责任人200元罚款。◇乙炔瓶卧放。 ◇氧气瓶、乙炔瓶并存。◇氧气瓶、乙炔瓶安全距离小于5米。◇氧气瓶、乙炔瓶离明火距离小于10米。◇气割作业不戴护目镜。◇非专职电工在施工现场擅自私拉乱接电线或提供不符合规范要求的标准电缆而强行接线者，◇违章指挥作业人员进行施工。◇有轨运输编组列车停车时其下坡方向未加铁楔（阻车器）。◇有轨运输编组轻车停车时中部铁楔（阻车器）少于2个。◇有轨运输编组重车停车时中部铁楔（阻车器）少于4个。◇盾构施工、维修过程中未按操作规程施工。更换油脂桶或维修时，不注意油脂的清洁，致使异物进入油脂桶内或油脂管路中。在轨道两侧任意堆放材料、机具。堆料侵占净空的。现在文明施工差。5、出现下列任一项不安全行为，处以责任人300元罚款。◇高处、悬空、临边（与基底面高度大于≥2米）作业，无可靠的安全设施而不按规定正确佩戴使用安全防护用品（安全带、安全帽）。◇不按要求或不及时进行安全隐患整改。◇不服从安全管理的。◇违章作业损坏设备。◇非专职人员开、调编组列车。◇非值班司机驾驶编组列车。◇未经同意移动编组列车的防溜车装置或设施（砂袋、铁楔等）。6、出现下列任一项不安全行为，处以责任人500元罚款。◇未经同意，擅自拆除或调整安全设施和安全装置。◇未卸压清洗注浆管。 ◇特种作业人员无证上岗。◇工作时间或工作间隙发生打架斗殴事件。◇垂直运输过程中，未按《起重吊装操作规程》施工。◇编组列车下坡时空挡溜放。◇带压更换气路、油路中的零件。7、安质部每月对各作业班组或部门安全工作进行评定，对表现突出的给予300元奖励。8、本奖罚细则未提及的不安全行为，参照已下发的《安全、文明施工奖罚制度》处罚。中铁隧道集团有限公司广深港铁路客运专线狮子洋隧道SDⅢ标项目部二○○七年十二月一日 泥水处理厂生产管理办法（试行）泥水处理厂主要由泥水分离系统、调浆系统和制浆系统三大部分组成，是泥水盾构进行分离泥水和制造新鲜泥浆的主要场所，是泥水盾构掘进不可缺少的一个重要环节，关系重大，为了使泥水分离、泥浆质量等管理能系统有序的进行，特制定本办法，要求各部门之间密切配合，严格管理。一、职责划分1、生产副经理全面管理泥水处理厂的生产工作；2、试验中心负责进场材料及泥浆质量的管理工作；3、设物部负责设备维修保养与材料收、发、存管理工作；4、工程部负责下发《泥浆生产通知单》并进行泥浆材料的计划，调、制浆的日常管理工作及泥浆的成本核算工作。二、泥水工区1、班长、副班长负责泥水处理厂的人员管理和所有人员的日常工作安排；2、班长、副班长负责统一调配出渣车辆、挖机及装载机；3、班长、副班长负责泥水处理厂施工场地的文明施工管理。三、质量管理1、由试验中心负责进场材料质量及生产泥浆质量管理（原材料进货质量验收与复检、配合比控制、泥浆质量控制）；2、安质部负责建立健全各种质量记录、完成质量体系要求的资料台帐及报表；3、试验中心负责按有关标准要求，对生产的各种泥浆进行配合比试验、签发配合比通知单和调整单，并指导操作司机进行泥浆计算机的配合比设置，并有存档记录；4、试验中心负责每月一次对泥水处理厂计量设备的标定。 四、设备管理1、设物部职责：l指定专人负责泥水处理厂的设备管理工作，机械工程师每日巡检设备维修保养及清洁情况；l负责下发并指导设备的日、周、月、季、年维修保养计划、配件计划及大修计划；l负责泥水处理厂设备的备品备件的日常管理工作；l负责泥水处理厂的水电用量的记录及核算工作。2、操作司机岗位职责（定员4人）：l严格按照设物部下发的《泥水处理厂设备安全操作规程》操作；l严格按生产部门下发的《泥浆生产通知单》生产泥浆，不得随意更改配合比。确须调整泥浆配合比时操作司机必须在得到试验室书面通知后方可调整，否则由此造成的泥浆质量事故和经济损失由当班操作司机负责；l负责填写《泥水处理厂司机交班记录》和督促维保人员填写《泥水处理厂设备检查维修保养表》并及时上报设物部；l操作司机应密切注意电脑上显示的设备运行状况和现场设备的巡检，存在异常及时采取措施解决；l当泥水设备发生故障时，负责通知设备维保人员和巡视人员及时进行检修，并积极配合维保人员的工作；l负责与盾构机主控室的信息沟通工作，负责联系巡视工、抽水工做好泥水设备及辅助设备（P1.1冷却泵、冲洗泵）的开启、停止；l负责保持控制室的环境卫生，严禁在电脑上安装游戏、电影等，严禁无关的人员进入控制室，更不得随意操作电脑；l负责泥水处理厂工具、材料、零配件等应按规定摆放整齐；l协助材料库进行制浆材料的验收工作，对不合格材料及重量有疑问的物料拒绝签收。每月应对库存物料进行一次盘点，将盘点情况上报材料库；3、维保人员、电工岗位职责（维保人员定员3人、电工定员2人）：l 维保人员、电工严格按照设物部下发的《泥水处理厂设备检查维修保养表》的各项要求开展设备的班、周、月、年、定期维修保养工作；l维保人员检查设备所有动作运行情况，检查各连接件有无松动，存在异常及时维修；l维保人员负责所有设备的轴承润滑、各种密封、油品添加更换工作；l电工负责现场所有设备各电气元件及线路的检查和场地照明工作。4、巡视工岗位职责（定员6人）：l严格按照设物部下发的《泥水处理厂设备安全操作规程》进行设备运行的巡检；l严格按照设物部下发的《泥水处理厂设备检查维修保养表》的各项要求开展设备运行前、运行中、运行后的日常巡检、维保工作；l配合维保人员做好泥水分离系统、调浆系统、制浆系统各设备的班、周、月、年维修保养工作l负责泥水分离系统、调浆系统、制浆系统设备的卫生、清洁工作。5、抽水工岗位职责（定员2人）：l负责清水泵、场地冲洗泵、P1.1冷却泵、管路冲洗泵、弃浆外排泵以及管路各阀门的开启、关闭工作；l按照设物部下发的《泥水处理厂设备检查维修保养表》的要求，配合维保人员做好各泵、阀门、管路的班、周、月、年维修保养工作。五、进场材料管理l试验中心负责原材料报检管理（按试验中心下发取送样规定或管理办法），建立原材料进场、使用等台帐。负责进厂膨润土、纯碱、CMC、外加剂、掺合料等的验收指标、检验批次，复检资料的管理，并建立健全台帐；l材料库负责每月对进场材料进行盘点核查，泥浆反算核查，并对出现的问题及时处理及反馈。六、泥浆生产流程l由工程部和试验中心共同下发《泥浆生产通知单》（格式附后）一式四份，经生产经理审批后下发泥水处理厂； l工程部值班工程师在通知单上应注明使用部位及生产方量，并每周汇总；l试验中心在通知单上应注明配比号、详细配合比；l生产经理负责通知单的签字审批；l泥水处理厂根据《泥浆生产通知单》生产，除此之外的任何通知或不详细的生产通知单，泥水处理厂有权拒绝生产；l《泥浆生产通知单》泥水处理厂留存并每周报材料库，材料库据此及时核对原材料消耗情况，并根据《材料管理制度》进行奖罚。l计财部根据每周汇总的《泥浆生产通知单》进行成本核算。验工生产单位申请成本核算试验室工程部下发生产通知单生产经理审批调度泥浆生产工程部留底跟踪生产周汇总材料库周汇总合同部使用部位泥浆生产流程图七、奖罚办法l操作司机严格按照《泥水处理厂安全操作规程》操作，否则将根据情节轻重给予相应处罚，并赔偿5％～20％的设备损失；l维保人员、巡视工、抽水工严格按照设物部下发的《泥水处理厂设备检查维修保养表》进行设备的检查保养和维修工作，如有违反将按照《常规设备管理制度》给予相应处罚；l操作司机严格按照《泥浆生产通知单》进行生产，否则将根据情节轻重给予相应处罚并赔偿不合格泥浆5％的损失；l
