4、ntwiththegeneraldirectionoftheeconomicdevelopmentofthecapital.Infrontofthewideropeningofthemarketsystem,Peking,acityasthecenterforinternationalcommunication,isendowedwithresourcesofadvancedtechnologyandeducation,strongercomprehensiveeconomicpowerandafullyestablishe

5、dforeign-orientedpatternofmultiplelevelsinvolvedinwidefields,andthusPekingisinamorefavorablecompetitivepositionascomparedwithotherareaspossiblywithsomerelativeadvantagesininternationalcompetition.Therefore,withcorrectlydetermineddevelopmentstrategyandtacticsandinit
