3、henablesresearchandpracticetobebetterfocused.AparticularchallengeexistswithrespecttoEuropewherelanguagebarriersareinevitablyverysignificant.TheEuropeanCommunitywasformedinthe1960sbaseduponapoliticalwillwithincontinentalEuropetoavoidtheEuropeancivilwa

4、rs,whichdevelopedintoWorldWar2from1939to1945.ThestrongpoliticalmotivationformedtheoriginalcommunityofwhichBritainwasnotamember.ManyofthecontinentalcountriessawBritain’sinterestasbeingpurelyeconomic.The1970ssawBritainjoiningwhatwasthentheEuropeanEcono

5、micCommunity(EEC)andthe1990shasseenthewideningofthecommunitytoaEuropeanUnion,EU,withcertainpoliticalgoalstogetherwiththeobjectiveofacommonEuropeancurrency.Notwithstandingthesefinancialandpoliticaldevelopments,civilengineeringandbridgeengineeringinpar

6、ticularhavefoundgreatdifficultyinforminganykindofcommonthread.IndeedtheeducationalsystemsforUniversitytrainingarequitedifferentbetweenBritainandtheEuropeancontinentalcountries.TheformationoftheEUfundingschemes—e.g.Socrates,BriteEuramandotherprogramsh

7、avehelpedsignificantly.TheSocratesschemeisbasedupontheexchangeofstudentsbetweenUniversitiesindifferentmemberstates.TheBriteEuramschemehasinvolvedtechnicalresearchgrantsgiventoconsortiaofacademicsandindustrialpartnerswithinanumberofthestates—aBriteEur

8、ambidwouldnormallybeledbyanindustrialist.Intermsofdisseminationofknowledge,twoquitedifferentstrandsappeartohaveemerged.TheUKandtheUSAhaveconcentratedprimarilyupondisseminatingbasicresearchinrefereedjournalpublications:ASCE,ICEandotherjournals.Whereas
