3、esresearchandpracticetobebetterfocused.AparticularchallengeexistswithrespecttoEuropewherelanguagebarriersareinevitablyverysignificant.TheEuropeanCommunitywasformedinthe1960sbaseduponapoliticalwillwithincontinentalEuropetoavoidtheEuropeancivilwars,whichde

4、velopedintoWorldWar2from1939to1945.ThestrongpoliticalmotivationformedtheoriginalcommunityofwhichBritainwasnotamember.ManyofthecontinentalcountriessawBritain’sinterestasbeingpurelyeconomic.The1970ssawBritainjoiningwhatwasthentheEuropeanEconomicCommunity(E

5、EC)andthe1990shasseenthewideningofthecommunitytoaEuropeanUnion,EU,withcertainpoliticalgoalstogetherwiththeobjectiveofacommonEuropeancurrency.Notwithstandingthesefinancialandpoliticaldevelopments,civilengineeringandbridgeengineeringinparticularhavefoundgr

6、eatdifficultyinforminganykindofcommonthread.IndeedtheeducationalsystemsforUniversitytrainingarequitedifferentbetweenBritainandtheEuropeancontinentalcountries.TheformationoftheEUfundingschemes—e.g.Socrates,BriteEuramandotherprogramshavehelpedsignificantly

7、.TheSocratesschemeisbasedupontheexchangeofstudentsbetweenUniversitiesindifferentmemberstates.TheBriteEuramschemehasinvolvedtechnicalresearchgrantsgiventoconsortiaofacademicsandindustrialpartnerswithinanumberofthestates—aBriteEurambidwouldnormallybeledbya

8、nindustrialist.Intermsofdisseminationofknowledge,twoquitedifferentstrandsappeartohaveemerged.TheUKandtheUSAhaveconcentratedprimarilyupondisseminatingbasicresearchinrefereedjournalpublications:ASCE,ICEandotherjournals.Where
