2、terSpeciality:EconomicalLawSupervisor:LiaoBinJune,2018西南科技大学硕士研究生学位论文第Ⅰ页摘要核材料许可制度是核安全的重要环节，而核材料许可制度可依据的规范还是上世纪80年代颁布的法规及实施细则，内容滞后，不能满足社会主义市场经济的发展需求，因此本文旨在通过系统阐述、提出建议来实现对核材料许可制度的完善。文章第一章阐述了核材料的经济社会价值，分析核材料许可制度的经济法意义，以及推行核材料许可制度的法理基础和理论依据。第二章通过对我国当前核材料

3、许可制度法律规范的梳理，指出我国核材料许可制度立法层面及实施层面存在的不足之处。第三章通过介绍及横向比较其他核大国核材料许可的立法特点及核材料监管优势，指出值得我国借鉴之处。第四章针对中国核材料许可制度缺陷提出制度完善构想，借鉴其他核大国核的监管优势，从原则、监管主体及其职责、核材料许可证持有者及其权利义务以及监管主体与被许可主体的责任划分四个方面来完善核材料许可制度。关键词：核材料许可法律规范监管西南科技大学硕士研究生学位论文第Ⅱ页AbstractThenuclearmateriallicen
