3、houldbebasedondesignsthatareconsistentandsafe,buteconomical,becauseneedsaregreatandfundsarescarce.Present-daydesignpracticesforhighvolumeroadsrequirethateachoftheirfeaturesmeetastipulateddesignspeedsetbymodernsurfacesandvehicles.Thispracticedoesnotfitthelow-volumesitu

6、e(5,100,000km)ofruralroadsintheUnitedStates.Aroughestimateplacessome2,000,000(3,000,000km)oftheseinalow-volumecategory;thiscommonlyincludesthosewithaveragedailytrafficlessthan400vehicles/dayinbothdirections.Onmostoftheseroadsvolumesareconsiderablylower.Oneestimateplac
