2、现一系列的问题。由于各国的国情不同，我国在医疗保险制度的发展过程中有着自己的特色和问题。城镇居民医疗保险是以没有参加城镇职工医疗保险的城镇未成年人和没有工作的居民为主要参保对象的医疗保险制度。它是继城镇职工基本医疗保险制度和新型农村合作医疗制度推行后，党中央、国务院进一步解决广大人民群众医疗保障问题，不断完善医疗保障制度的重大举措。它主要是对城镇非从业居民医疗保险做了制度安排。这一制度的出现在中国社会保险制度改革的历程中具有重大意义，指明了中国社会保险制度改革的方向。本文拟从城镇居民基本医疗保险制度的发
