6、永续发展，迫切需要提高能源利用效率、优化能源结构，改变长期以来对煤炭的过度依赖，实施高效、绿色、低碳的能源发展战略。清洁能源战略包括两方面：一是对煤炭的清洁、低碳化利用。通过创新开发先进的燃煤发电技术，提高新增煤电机组的经济、环保效益；通过推广成熟先进的发电技术，提高燃煤发电存量的技术水平。另一方面，大规模利用以风电、太阳能发电为代表的可再生能源，在风电发展阶段论的指导下，现阶段要努力做到使风电与电网同时规划、同步建设的协调发展；进一步要创新思维，做到传统能源、清洁能源等组成的大能源系统电力与各级电网共赢发展，实现大比例风电等可再生能源对化石能源的规模替代。用高效、清洁、
7、环保的能源和电力，为本世纪的可持续发展提供可靠的支撑关键词：燃煤发电；风力发电；大能源系统；高效清洁低碳一.引言中国大陆是世界上最大的煤炭生产国和消费国。大陆煤炭储量占化石能源储量的96%以上，煤炭产量占化石能源产量的85%以上。自1990年以来，大陆原煤生产占能源产量总量的比重一直保持在70%以上，预计到2030年，大陆煤炭消费量仍占一次能源消费总量的55%以上。2012年，大陆原煤产量达到36.5亿吨。截至2012年底，大陆发电装机总容量达114491万千瓦，其中燃煤火电机组装机容量达到75811万千瓦。各类能源发电装机容
