3、mentanurgentappealforfinancialandeconomicassistance.PreliminaryreportsfromtheAmericanEconomicMissionnowinGreeceandreportsfromtheAmericanAmbassadorinGreececorroboratethestatementoftheGreekGovernmentthatassistanceisimperativeifGreeceistosurviveasafreenation. Idonotbelievethatth
4、eAmericanpeopleandtheCongresswishtoturnadeafeartotheappealoftheGreekGovernment.Greeceisnotarichcountry.LackofsufficientnaturalresourceshasalwaysforcedtheGreekpeopletoworkhardtomakebothendsmeet.Since1940,thisindustrious,peacelovingcountryhassufferedinvasion,fouryearsofcruelenem
5、yoccupation,andbitterinternalstrife. WhenforcesofliberationenteredGreecetheyfoundthattheretreatingGermanshaddestroyedvirtuallyalltherailways,roads,portfacilities,communications,andmerchantmarine.Morethanathousandvillageshadbeenburned.Eighty-fivepercentofthechildrenweretubercu
6、lar.Livestock,poultry,anddraftanimalshadalmostdisappeared.Inflationhadwipedoutpracticallyallsavings.Asaresultofthesetragicconditions,amilitantminority,exploitinghumanwantandmisery,wasabletocreatepoliticalchaoswhich,untilnow,hasmadeeconomicrecoveryimpossible. Greeceistodaywith
7、outfundstofinancetheimportationofthosegoodswhichareessentialtobaresubsistence.Underthesecircumstances,thepeopleofGreececannotmakeprogressinsolvingtheirproblemsofreconstruction.Greeceisindesperateneedoffinancialandeconomicassistancetoenableittoresumepurchasesoffood,clothing,fue
