1、内容摘要目前农村金融市场存在三大问题：资本供给不足，金融机构运营绩效不佳，民间金融非健康发展。针对这些问题，农村金融机构未来的发展方向将是合作金融和非政府金融。为此，作者提出了非政府组织（简称NGO）领导的农村合作金融组织的模式。它是以NGO作为领导，以农民为主体成员的一种新型的农村合作金融机构，利用NGO的社区性和非政府性，以NGO为领导组织农民个体，成立真正的股份制合作金融。NGO领导的农村合作金融组织一方面有效补充农村金融市场的资本供给，填补了合作金融的空白；另一方面提供了使民间非正规金融得以存在的形式，使民间金融得以健康发展。作为一种新型的互助合作经济组织
