3、differentaspects?Alloftheseproblemsarethemissionfacedbytheenterprises'performancemeasurement.Astheinfrastructuresectorofourcountry,theelectricpowerindustryoccupies8%ofthecountry'swholefixedassets.Howtoestablishenterprisesperformancemeasurementwhichmeetsthedemandofthee
4、lectricpowermarket,adapttotheelectricpowersystemreform,andproducedueleadingfunctiontothemanagementoftheelectricpowerenterprisesatisfyingthebenefitsofstakeholders,hasbecomeaverypressingquestion.Theshortageofcurrentelectricpowerenterpriseperformancemeasurementisbecoming
5、obviousinthecontinuouslychangeableenvironment.Primarily,theshortagesincludethefollowingaspects:(1)Over-emphasizingontheenterpriseinnerevaluationwhileneglectingthesocialperformanceanalysis;(2)Emphasizingtheeconomicperformanceindexeswhileneglectingthesocialperformancein
6、dexes;(3)Payingmoreattentiontofinancialindex,whileignoringnon-financialindex.Theseshortagesnotonlybringaboutobstaclewhenmeasurementtheenterprises'performance,butalsomaymisleadtheenterprisedevelopment.Accordingtothenecessityoftheelectricpowerenterpriseperforman(5emeasu
