7、soexposed.Generallyspeaking,thebudgetestimateisbasedondirectparticipationinthemanagementofnationaleconomicactivityasaprecondition.Enterpriseisnottheactualeconomicentities.Duetothecharacteristicsoftheplannedeconomy,and,atthetimeundertheconditionsofproductivity,wil
