3、transharbourtransportinShandongArticle1inordertoregulatetheadministrationandmaintenanceofferryorder,protectpeople'slivesandpropertysafety,accordingtothe"People'sRepublicofChinamaritimetrafficsafetylaw","people'sRepublicofChinarivertrafficsafetymanagementregulations"andotherrelevantlawsandregula
4、tions,combinedwiththeactualsituationofthisprovince,theenactmentofthisapproach.Secondintheadministrativeareasoftheprovince'scoastalwaters,inlandrivers,ortheremovalofferriesandtheuseofferries,floatingbridgesandotherfacilitiesforbusinessactivities,shallcomplywiththesemeasures.TheseMeasuresshallnot
5、applytotransitterminalsincorporatedintoportadministrationaccordingtolaw.Thethirdprovincialtrafficauthoritiesshallberesponsiblefortheadministrationofthetransshipmentindustryoftheprovince,andthetrafficadministrativedepartmentsofthecity,county(city,district)shallberesponsiblefortheadministrationof
6、transitwithintheirrespectiveadministrativeareas.Theportandharbourmanagementinstitutionshallperformthecorrespondingfunctionsoftransitmanagementindetail,andthemaritimeadministrativeagencyshallexercisesupervisionandadministrationofthesafetyoftheferrytransportinaccordancewiththeprovisionsofthestate
7、.Departmentssuchaswaterconservancy,publicsecurity,marineandfishery,theYellowRiverRiverandotherdepartmentsshoulddotheirworkinaccordancewiththeirrespectivefunctionsandduties.FourthPeople'sgovernmentsatalllevelsanddepartmentsincharge
