China’senterpriseannuitysystemandlocalizationanalysis[Abstract]China’senterpriseannuitysystemisChina’sstrategichumanresourcesmanagementanimportantpart,butfordifferententerprisesindifferentregions,withacorporatepensionsystemdoesnotseemtoplaythelargestroleinaddressingtheseproblems,weneeddependingonthecircumstances,localconditions,Inthispaper,therealityofChina’sYunnanProvince,industry,andmetallurgicalcharacteristicsoftheindustryonhowtobetterplaytheroleofenterpriseannuitysystem.[Keywords]localizationmetallurgyenterpriseannuitysystemFirst,thestatusquoofChina’senterpriseannuitysystemAnnuityisanenterpriseundertheguidanceofnationalpolicy,thegovernmentenforcedtheimplementationofthebasicpensioninsurancesystemofanotheremployeeoutsidetheprotectionsystem.Enterprisesaccordingtotheireconomicstrengthand13 pensioninsurancepolicies,andtocarryouttheprinciple,agenciesandotherissuesmaketheappropriateprovisionfortheestablishmentanddevelopmentofsupplementarypensioninsurancesystemestablishedabasicpolicyframeworkfortheStateDepartment.2000<<Aboutimprovetheurbansocialsecuritysystempilotprogram>>clearlystatedannuitytoimplementmarket-orientedoperationandmanagement,2004<<InterimMeasuresforEnterpriseAnnuity>>,<<enterpriseannuityfundmanagementqualificationbodyInterimMeasures>>andsoonhavebeenissued,markstheold-agesocialsecuritysysteminChinaisgoingforatrackofinternationaldevelopment.Evenafteryearsofdevelopment,thestatusquoofChina’senterpriseannuityisstillnotsatisfactory.Ontheonehandistheenterpriseannuitypensioninsuranceisnowalmostdidnotplayarole,theotheremployeeswagesandbenefitshasbecomealargepartofhouseholdsavingsdeposits,Thesedepositsareusedforalargeproportionofthefuturepensioninthedeveloped13 countries,ahugeenterpriseannuityasa‘reservoir’bringstogetherahugeamountofprivatecapitalinthescientificsystem,theefficientallocationofthesefundsaretopensionprotectionandcapitalmarketsystem,torelievepressureongovernmentrevenueandexpenditure,improvethesocialsecuritysystem,fosteringfinancialinstitutions,developmentofcapitalmarketshaveplayedanactiverole.Second,thecorporatepensionsystemlocalizationInthecontextoftherealityofanagingpopulation,Chinashouldbethefutureofenterpriseannuityasthesecondpillarofold-agesecuritysystemtodevelop.Enterpriseannuitysystemdesignshouldbebasedonlong-term,forward-looking;totakecareofthestate,enterprisesandpersonalinterestsandaffordabilityfullylearntheadvancedexperienceoftheinternationalpensionsystem,thepracticalfeasibilityofthesystemimplementation.Chinaisdividedintothreeregions,Eastern,CentralandWestern,eachofthegeographicalenvironmentandeconomicconditionsarenotthesame,ifaunifiedcorporatepensionsystem,willnotbe13 conducivetoregionaleconomicefficiency,thisarticlefocusesonenterpriseannuitysysteminYunnanforYunnanmetallurgyindustrycharacteristicsandtheactuallocalsituation,todiscussiftheenterpriseannuitylocalization.First,improvethelegalnormsofenterpriseannuityYunnanProvince.Norulesnostandards,andalawtoguaranteethenormaloperationofthesystem,ischaracterizedbyhighlydevelopedlegalsystemoftheenterpriseannuitymanagement,animportantfeature.Simplyput,thelaw,departmentalregulations,policies,togetherconstitutethethreelevelsofcorporatepensionregulatorysysteminwhichcorporatepensionlawisdesignatedbytheNationalPeople’sCongress,amatterofprinciplecannotbeshaken,andthesecondlevelisthedepartmentalregulations,whichisthelaborsecuritydepartmentundertheenterpriseannuitysystemofbasiclegalprinciplesandaclearannuitysupervisionnorms,inaddition,relevantgovernmentdepartmentscanalsobeintheformofspecificpolicydocumentstoregulatematterssuchastaxincentives,regulatoryagencies13 taxincentivesnow,theenterpriseannuitytaxpolicy,therearefourmodes:(1topayandcorporatepensionplanstogiveduty-freetreatmentofinvestmentincome,excepttoreceivethepension,(2isapaymentgiventoduty-freetreatment,butreceiveapensionandinvestmentincometaxed,(3pairsofpaymentfortaxes,whilereceivingapensionandinvestmentincometaxexemption,(4-Paymentandinvestmentincometax,taxexemptionsforrecipientsofthepensionofwhichthefirsttwomodesaspartofthegovernmenttoreducetheimmediatetaxrevenue,whilethereishelpmobilizeemployersandemployeestheenthusiasmofcorporatepensionplans,toacertainextent,abletoplayAstheestablishmentoftaxincentivestopromotetheroleoftheenterpriseannuitysystem,caneffectivelypromotethedevelopmentofcorporatepensionplans.thentwomodesmayhelptoincreasethegovernment’scurrenttaxrevenue,butitisdifficulttomobilizeemployersandemployeestoactivelyparticipateincorporatepensionplans,non-conducivetothedevelopmentofenterpriseannuitymarket.enterpriseforYunnanmetallurgyindustrycharacteristics,recommendedthe13 morethanonethirdoftheworkforcetookpartintheenterpriseannuityplan,theassetsincreasedrapidly,theproportionofGDPrising,asthecapitalofthesameannuityaswithothercapitalprofit-driven,largeenterpriseannuityonlyinthebondmarketanddepositmarketcannotbecompletelydigested,sothehugeamountofcapitalandinteresttofindawayout,turnedtothestockmarket,intothecapitalmarket.bringmoneyintothecapitalmarketactive,thathugeenterpriseannuitycapitalmarketdevelopmentandgrowthisanimportantfactor,itincreasesacountry’sinternationalfinancialcompetitivenessofanindividualenterpriseannuityaccounttofundthesystemfullyfundedmodel,ithaslong-termstabilitysourcesoffunding.Statisticsshowthattheendof2006,China’senterpriseannuityfundhasaccumulated76billionyuan,whichisthecapitalmarketsreliable,stable,rational,long-terminstitutionalinvestors,itisactiveintheprimarymarketandsecondarymarketsecurities,theinitialofshares,bondsandthebuyingandsellingstocks,bondsinthestockmarketdownturnthroughtheinjectionofannuitycanbooststockpricesrise,boostinginvestorconfidenceand13
