1、I行政法治建设与依法行政摘要行政法治是行政组织结构法治、行政职权法治和行政行为法治的总称。法治的基本意思是依法办事、依法治国、依法管理国家。法治要求政府在法律范围内活动，依法办事，依法行政；政府和政府工作人员如果违反法律，超越法律，应承担法律责任。法治的实质是人民高于政府，政府服从人民。法治不等于用法来治。用法来治是把法单纯作为工具和手段。法治作为一种国家社会状态，包括对政府的要求：依法行政，依法管理；也包括对公民的要求：人人知法，人人守法。法治作为一种民主政治形式，基本是对政府的要求，要求政府权力的
