4、vincethe12thmeetingofthestandingcommitteeofthe11thpeople'scongressforapproval,areherebyreleased,effectiveasofMarch1,2010.Standingcommitteeofthepeople'scongressofhandancityDecember8,2009ChapterIgeneralprovisionsArticle1withaviewtoregulatingthebehaviorofthedogandthedogman
5、agement,maintainsocialpublicorder,protectthecityenvironment,safeguardcitizens'healthandsafety,accordingtotheprovisionsoftherelevantlawsandregulations,combinedwiththeactual,theseregulationsareformulated.Article2theseregulationsshallapplytothebreeding,breeding,tradingandm
6、anagementactivitiesofdogsinthismunicipality.Militaryandpolicedogsandzoos,scientificresearchinstitutionsandotherunitsshallbekeptinaccordancewiththerelevantprovisionsofthestate.Article3thepublicsecurityorganshallbethecompetentdepartmentforthemanagementofdogkeepingdogsinth
7、eadministrativeareasofthismunicipality.Municipalpublicsecuritydepartmentshallsetupspecializedagenciestoberesponsibleforraisesthedogregistration,thebusinessactivitiesfortherecord,dogdogplacesofdetentionmanagement,raisesthedogtoinvestigateandpunishtheillegalACTS,captureth
8、eplague,straydogs,unlicenseddog,etc.Thepublicsecuritydepartmentsatthecountylevelmayestablishspecializedagencie
