4、s,withreferencetotheseregulations,butinthedogspecies,thenumberofthedogs,dogareaetc.,approvedbythemunicipalcompetentdepartment,canbeflexiblycarryout.Thethirdprincipleisthecombinationofdogself-discipline,governmentregulationandpublicsupervision.TheFourthPeople'sgovernments
5、atalllevelsareresponsiblefortheimplementationoftheseregulations.Thepeople'sgovernmentsatalllevelsshouldestablishacoordinationmechanismforthemanagementofdograisingbypublicsecurity,animalhusbandryandveterinary,urbanmanagement,industrialandcommercial,healthandotherrelevantd
6、epartments.Fifththepublicsecuritydepartmentisthecompetentauthorityinchargeofdogmanagement,responsibleforthemanagementandsupervisionofdog,specificallyresponsibleforthedogregistration,thekillingofabandoneddogs,rabies,awilddog,dogandotherillegalbehavior.TheDepartmentofanima
7、lhusbandryandveterinaryadministrationisresponsiblefortheimmunizationandQuarantineofdogs,theimplementationoftreatmentlicense,theharmlesstreatmentofdogsanddogs,andthesupervisionofdogownersontheharmlesstreatmentofdogcarcasses.Theurbanmanagementdepartmentisresponsibleforinve
