2、heorderoftheStateCouncil,announcedthe"ruraldoctorsworkingregulations".TheOrdinance,passedbythesixteenthexecutivemeetingoftheStateCouncilinJuly30,2003,isdividedinto6chaptersand49items,includinggeneralprinciples,practiceregistration,practicerules,trainingandassessment,legalliabilityandsupp
3、lementaryprovisions,whichhavebeenimplementedsinceJanuary1,2004.XinhuanewsagencytodaybroadcaststheOrdinanceasfollowsRegulationsforthemanagementofruraldoctorsgeneralprovisionsArticle1inordertoimprovetheoccupationmoralsandprofessionalskillsofdoctorsinruralareas,strengthentheadministrationof
4、thepracticeofruraldoctors,ruraldoctorstoprotectthelegitimaterightsandinterestsofthevillagers,ensuringaccesstoprimaryhealthcareservices,accordingtothe"People'sRepublicofChinamedicalpractitionerslaw"(hereinafterreferredtomedicalpractitioners)regulations,theenactmentofthisordinance.Thesecon
5、dOrdinanceappliestoruraldoctorswhohavenotyetqualifiedasapracticingphysicianorlicensedasanassistantphysician.Theyareregisteredinvillagemedicalinstitutionsforprevention,healthcareandgeneralmedicalservices.Thepracticingphysicianorassistantphysicianinthevillagemedicalandhealthinstitutionshal
6、lbegovernedbytheprovisionsofthepracticingphysicianlaw,whichdoesnotapplytotheseregulations.ThirddepartmentsofhealthadministrationundertheStateCouncilareresponsibleforthemanagementofruraldoctorsthroughoutthecountry.Theadministrativedepartmentofhealthofthelocalpeople'sgovernmentatorabovethe
7、countylevelshallberesponsiblefortheadministrationoftheruraldoctorsintheadministrativeregion.Thefourthcountriesrewardtheruraldoctorswhohavemadeoutstandingachievementsintheprevention,healthcare,medicalserviceandemergencytreatmentinthecountryside.Thefifthlocalpeople'sgovernm
