4、nurseryeducationinEnglandandWalesforall4yearoldswhoseparentswantit,andiscommittedtostagedtargetsforprovisionfor3yearoldsthereafter.Localeducationauthorities,inpartnershipwithprivateandvoluntaryproviders,havedrawnup"earlyyearsdevelopmentplans"forsecuringtheseobjectives.Theplansar
5、edesignedtoshowhowco-operationbetweenprivatenurseries,playgroupsandschoolscallbestservetheinterestsofchildrenandtheirparents.FromApril1999,earlyyearsdevelopmentpartnershipsandplanswillbeexpandedtodeliverqualitychildcareintegratedwithearlyeducation.Inaddition,theGovernmentisworki
6、ngwithlocalauthoritiesandothersinEnglandtoestablish"earlyexcellencecenters"designedtodemonstrategoodpracticeineducationandchildcare.InScotland,localeducationauthoritieshavebeentakingtheleadingrole,fromAu-gust1998,inplanningandco-ordinatingpre-schooleducationandinprovidingplaces,
