4、dWalesforall4yearoldswhoseparentswantit,andiscommittedtostagedtargetsforprovisionfor3yearoldsthereafter.Localeducationauthorities,inpartnershipwithprivateandvoluntaryproviders,havedrawnup"earlyyearsdevelopmentplans"forsecuringtheseobjectives.Theplansaredesignedtoshowhowco-operationbetwee
5、nprivatenurseries,playgroupsandschoolscallbestservetheinterestsofchildrenandtheirparents.FromApril1999,earlyyearsdevelopmentpartnershipsandplanswillbeexpandedtodeliverqualitychildcareintegratedwithearlyeducation.Inaddition,theGovernmentisworkingwithlocalauthoritiesandothersinEnglandtoest
6、ablish"earlyexcellencecenters"designedtodemonstrategoodpracticeineducationandchildcare.InScotland,localeducationauthoritieshavebeentakingtheleadingrole,fromAu-gust1998,inplanningandco-ordinatingpre-schooleducationandinprovidingplaces,workinginpartnershipwithvoluntaryandprivateproviders.T
